Episode 2032: BJ Penn & Tulsi Gabbard

Maui Wildfires Government Response 15-Minute Cities Conspiracy Theories Social Media Censorship Ukraine

The Problematic Platforming of Conspiracy-Adjacent Thinking

In episode 2032, Joe Rogan hosted BJ Penn and Tulsi Gabbard for a discussion centered on the 2023 Maui wildfires. While legitimate questions about government response to disasters deserve scrutiny, this episode problematically platformed two guests with serious credibility issues without adequate fact-checking or pushback, allowing conspiracy-adjacent narratives to flourish unchallenged.

Guest Credibility Crisis

Tulsi Gabbard’s Propaganda Problem

Gabbard has a documented history of spreading Russian propaganda. In March 2022, she promoted debunked theories about U.S.-funded “biolabs” in Ukraine that closely mirrored Kremlin disinformation campaigns. Republican Senator Mitt Romney condemned her for “parroting false Russian propaganda,” calling her statements “treasonous lies” that “may well cost lives.” Rep. Adam Kinzinger similarly called out her “actual Russian propaganda.”

On the day Russia invaded Ukraine, Gabbard blamed the U.S. and NATO rather than Putin, claiming the invasion “could have easily been avoided if Biden Admin/NATO had simply acknowledged Russia’s legitimate security concerns.” Former U.S. ambassador to NATO Ivo Daalder characterized her views as following “basically the Russian playbook.”

Penn brings his own credibility concerns. In 2025, he was arrested multiple times for domestic violence against his 79-year-old mother. He has publicly claimed his mother was murdered and replaced by an imposter - his mother believes he suffers from Capgras syndrome, a psychiatric disorder. Earlier allegations from 2019 include claims of sexual abuse and death threats against the mother of his children.

The Maui Fire Discussion: Where Legitimate Criticism Meets Conspiracy Thinking

While Gabbard raised valid concerns about the $700 FEMA payment being insufficient for Hawaii’s high cost of living, the discussion veered into problematic territory by promoting unfounded suspicions about the fires’ origins. The episode created what Gabbard herself described as a “total vacuum of information” - but rather than filling it with facts, it amplified speculation.

The Directed Energy Weapon Conspiracy

During this period, conspiracy theories about directed energy weapons (DEWs) causing the fires went viral. Multiple fact-checkers including PolitiFact, FactCheck.org, and Snopes comprehensively debunked these claims:

  • The actual causes were dry invasive grasses from drought conditions and high winds that spread flames from likely downed power lines
  • Viral “evidence” of DEWs were actually misidentified photos from 2018, including controlled burns at oil refineries and SpaceX launches
  • While the U.S. military has DEW technology for disabling drones, there’s zero evidence of civilian deployment

Rogan’s Failure to Challenge

Most concerning was Rogan’s apparent failure to:

  • Question Gabbard’s credibility given her documented spread of Russian propaganda
  • Address Penn’s serious legal issues and mental health concerns
  • Fact-check conspiracy-adjacent claims about the Maui fires
  • Provide context about the actual causes of the fires as determined by investigators

Instead of serving as a skeptical interviewer, Rogan provided an uncritical platform for two problematic figures to spread suspicion about government institutions during a genuine tragedy.

The 15-Minute Cities Conspiracy Theory

During the episode, Rogan and Gabbard spread unfounded conspiracy theories about 15-minute cities - a benign urban planning concept aimed at creating walkable neighborhoods. Rogan expressed concern that authorities might “somehow or another mandate that you stay inside” designated zones, while Gabbard connected these fears to COVID lockdowns, stating “In the age of the Covid lockdowns… there’s no surprise that people are –” implying suspicion was justified.

This represents dangerous misinformation. The 15-minute city concept, created by Professor Carlos Moreno in 2016, simply promotes neighborhoods where essential services are accessible within a 15-minute walk or bike ride. According to urban planning experts and fact-checkers, it has “nothing to do with restricting anyone’s movement, surveillance cameras, or authoritarian control.” The conspiracy theories have led to death threats against urban planners and harassment of Oxford politicians, who clarified: “We are not planning a climate lockdown, or a lockdown of any kind.”

The “Shadow Ban” Narrative

Gabbard claimed Instagram was shadow banning her “under the guise of disinformation,” with warnings appearing when people tried to follow her. What went unmentioned: these warnings were likely related to her documented spread of Russian propaganda about Ukraine - actual disinformation that major figures from both parties had condemned.

Real-World Harm

Platforming these narratives without pushback causes real harm:

  • It diverts attention from actual government failures that need addressing
  • It promotes distrust in institutions during emergencies when coordination is vital
  • It gives credibility to figures who spread propaganda and conspiracy theories
  • It exploits genuine tragedies to advance political agendas

The Pattern Continues

This episode exemplifies a troubling pattern on JRE: platforming controversial figures with serious credibility issues, allowing them to launder their reputations while spreading unchecked claims about major events. When tragedy strikes, responsible media provides facts and context - not uncritical platforms for speculation from compromised sources.
